USDA declares drought disaster in southeast Iowa

Des Moines, Lee, and Louisa counties are all included in a
big drought-disaster declaration from the USDA. The area has been suffering from a drought that hit hard in 2006 and continues today. Even relatively water-rich states like Iowa can come up significantly short.
