Wyoming snowpack persistently too low

Once again, Wyoming is
behind average for the year in snowpack, meaning that, in the words of Wyoming's state climatologist, "the margin of safety is gone" for the North Platte river basin. That's exceedingly dour news for western Nebraska, which needs the snowpack to replenish the watershed to make irrigation feasible.
