Heavy rain causes days of lingering flooding

Heavy rains in northern Texas are causing lingering flooding days after the storms. With 5.5 inches of rainfall in 60 hours, several rivers are staying over their banks. It's a reminder that stormwater management is important even (and sometimes especially) in arid parts of the Great Plains.
