That's a real headline on an article from the Washington Post, which documents that
Americans spent $1.4 billion on "luxury" toilet tissue. Here's a thought: Perhaps we should apply a "luxury tax" to "luxury" toilet paper and use it to subsidize improvements to our water and wastewater infrastructure. A 10% surcharge on $1.4 billion would be a modest down payment towards the
$298 billion that needs to be spent maintaining our wastewater infrastructure and modernizing it for the 21st Century.
