Clinton braces for a higher-than-expected sewer bill

The city of Clinton, Iowa, is facing a huge bill to separate its storm sewers from its sanitary sewers, due to an
order from the EPA. The separation project (one of
several CSO projects in Iowa) also involves a significant upgrade to the city's wastewater treatment plant, and due to expanded requirements could end up
costing a lot more than originally expected.
