Keokuk protests $60 million sewer project mandate

The EPA has ordered the city of Keokuk to separate its storm and sanitary sewer lines, in a project estimated to cost $60 million. The city is
protesting the mandate, arguing that the price tag is far too much for the community (of 11,000 people) to handle.
