LA Times editorial calls for quick passage of stricter Clean Water Act

The LA Times has
editorialized in favor of HR 2421, the Clean Water Restoration Act, which would redefine the existing Clean Water Act to place all waters in the US under Federal authority. At present, the law requires only navigable rivers and streams to fall under that jurisdiction. The newspaper backs the new language because it would place the Los Angeles River under stricter regulations.
Cattle ranchers and some
Farm Bureau organizations have expressed opposition to the proposal, since it would impose much tougher restrictions on the use of water on farmlands, and
some municipal leaders are concerned that a tougher Clean Water Act would make it vastly more expensive to provide
wastewater treatment.
