LA will have to spend $2 billion to upgrade its water system

In order to meet ever-growing demand for clean water, authorities in Los Angeles are preparing for a
$2 billion plan to upgrade the city's water infrastructure, encourage conservation, and revive an effort to
recycle wastewater for re-use as clean water. While there's certainly going to be
political opposition to re-use plans, it's also a simple fact that all drinking water is recycled. It's just that most places have the luxury of flushing their
wastewater downstream for someone else to clean up and drink. Los Angeles, on the other hand, has nobody downstream to send it to. And as long as people keep
wasting their water anyway, the new stuff has to come from somewhere.
