Governors want a second economic-stimulus package to pay for infrastructure

Beyond the short-term economic-stimulus package approved by Congress and the White House a few weeks ago, some of the nation's governors want a package to encourage infrastructure upgrades around the country. A significant amount of money will be needed to update much of the nation's water and wastewater infrastructure, much of which was upgraded in the 1960s and 1970s and is reaching the end of its useful life.
