New energy bill mandates vastly more ethanol than we produce now

The energy bill just signed into law by the President calls for the US to produce 21 billion gallons of cellulosic ethanol and 15 billion gallons of corn ethanol per year by 2022. That will require a huge increase in ethanol production, considering that we currently only have the capacity to produce 6 billion gallons per year.
