Lawsuits hold up payments for irrigators who cut back

Irrigators in the Middle Republican Natural Resources District in Nebraska are owed $9 million for water rights they sold to aid in conservation, but a lawsuit is keeping the NRD from being able to get the money it needs to pay them off.
