$500 million for rural water and sewer improvements?

Senator Tom Harkin says he's going to push a proposal for $500 million for rural water and wastewater systems through Congress, in an effort to clear up a huge backlog of applications before the Federal government. Many small communities get the bulk of their funding for these improvements through Rural Development grants and loans distributed by the USDA.
