Golf course: Ruin or bonus for fragile ecosystem?

A developer wants to build a golf course in a
water-stressed region of Mexico. Opponents say that the area is already so short on water that any further demand (like the heavy demand from a golf course) could ruin the ecosystem. The developer says that new development isn't the biggest risk to the environment, but rather the existing development that abuses the water resources already there.
