Construction runoff from Des Moines development leads to fines

City officials in Des Moines say they're trying to enforce rules on stormwater runoff at a housing development in the city where runoff from construction sites is leading to soil erosion. This sort of erosion can be abated easily through the use of turbidity barriers and soil-reinforcement geotextiles.
