Previous experience a mandatory consideration for public bids?

Iowa House File 359 says that public bids over $100,000 must include consideration of all of the following:
a. The past experience of the bidder in the performance of similar projects.
b. The qualifications of the bidder to perform the type of work required by the contract.
c. The bidder's record of reliability and timely completion of past projects.
The bill is presently in subcommittee.
