Iowa Senate proposal to shame plants into compliance

The Iowa Senate is considering
Senate File 100, which would require any wastewater plant or other holder of an
NPDES permit that is in violation of any pollutant limits to post a "conspicuous and legible sign" at any discharge point (usually rivers and streams) indicating that the plant is in violation of the limits.
