Proposal would make it harder to build feedlots in Iowa

Iowa SSB 1140, which is presently in the Iowa Senate, would change certain rules about the state's approach to regulating animal feedlots -- including a requirement that the feedlot's impact on water quality be considered a pass/fail requirement for regulatory approval.
