Will Chicago recycle 100% of its water in 100 years?

An architectural firm submits its vision for a metropolis that
recycles 100% of its water. The plan is a little out of touch with the realities of modern
wastewater treatment, but there's nothing to stop a place like Chicago from undertaking a plan to
recycle 1% of its water this year, 2% next year, and 3% the following in order to reach the same long-term objective.
