Corps of Engineers plans two big pulses on the Missouri in 2007

Thanks to an ongoing shortage of water in the Missouri River basin, the Corps of Engineers is trying to figure out how to manage the Missouri River in 2007, and their current plan is to let out
two big releases of water in spring 2007 in order to encourage wildlife to behave according to patterns they'll need to follow in years of regular precipitation.
