Specter of water rationing in western Iowa

The city of Carroll may have to
impose water-rationing measures due to a combination of short water supplies and high demand. One of the long-term solutions being discussed is
recycling the effluent from the city's wastewater treatment plant. While it's a psychological hurdle for many consumers, water recycling is already the rule -- most places are drinking the water their upstream neighbors have already flushed.
