Supreme Court decision changes interpretation of Clean Water Act

The Supreme Court has handed down a decision affecting the interpretation of the key phrase "navigable waters", which determines the extent to which any creek, stream, river, or other waterway is subject to Federal supervision. The bottom line is that the Court's decision actually complicates the question, making the definition less concrete.
