RAND Corp. Says Water and Wastewater Treatment Should Be Top Priority in Nation-Building

The RAND Corporation has released a study which concludes that
public health protection is the most important factor in determining whether a nation-building effort (like in Germany or Japan after WWII, and in Iraq and Afghanistan today) will be safely conducted. The report says that public-health protection depresses support for insurgencies and serves to build confidence in the occupational authorities.
