Japanese Government Wants People to Stop Saving So Much Water

Japan's government planners figured that water use would continue to rise dramatically over time, so they started big programs to capture larger water supplies. But with a big increase in smart conservation over the last half-decade (including the widespread adoption of automatic dishwashers and lower-flow toilets), they've found themselves over-invested in big capital projects with a significant decline in revenues on the way.
