Japan's government planners figured that water use would continue to rise dramatically over time, so they started big programs to capture larger water supplies. But with a
big increase in smart conservation over the last half-decade (including the widespread adoption of automatic dishwashers and lower-flow toilets), they've found themselves over-invested in big capital projects with a significant decline in revenues on the way.
