Suburbs Consider Creating Stormwater Utilities

With the expected tightening of water-quality regulations in Iowa, Des Moines suburbs Johnston, Clive, West Des Moines, and Altoona are thinking about organizing stormwater utility departments. The EPA is concerned about stormwater runoff dropping everything from lawn chemicals to spilled gasoline to animal waste into watersheds.
